A human rights organization, COMPPART Foundation for Justice and Peacebuilding, has expressed concerns over the planned enforcement of vehicle insurance by the Nigeria Police Force, citing potential human rights violations and institutional responsibility clashes.

In a letter to the Inspector General of Police, the organization emphasized that while the enforcement of vehicle insurance is a welcome step, it is essential to ensure that the police do not overstep their mandate. The organization highlighted that the Federal Road Safety Corps (FRSC) and the National Insurance Commission (NAICOM) are the agencies responsible for enforcing road safety and insurance regulations, respectively.

The organization urged the Inspector General of Police to halt the planned enforcement, seek legal advice, and liaise with relevant agencies to review laws on auto insurance. They also called for an investigation into insurance funds paid by vehicle owners and the activities of NAICOM.

Key Concerns:-

Institutional Responsibility Clash: The police may overstep their mandate, leading to conflicts with other agencies.

Human Rights Violations: The enforcement may create an atmosphere for human rights abuse, particularly if the police are not trained to handle the new responsibility.-

Corruption: The police may use the enforcement as an opportunity to extort money from vehicle owners.

Reactions: The Nigerian Insurers Association (NIA) has commended the police’s decision to enforce vehicle insurance, stating that it will boost compliance and safety on Nigerian roads.

The COMPPART Foundation for Justice and Peacebuilding has urged the police to prioritize human rights and adhere to their mandate, rather than taking on additional responsibilities that may lead to conflicts and abuse.
